Mapping and documentation of work processes in Bangladesh

Scenarium conducted a planning exercise for two envisaged pilot schemes for social health protection on behalf of GIZ in Bangladesh. The first scheme was a health protection scheme for the poor, fully subsidised by the Government of Bangladesh. The second scheme was designed to cover employees in the ready-made garment sector and their families.

The specification of work processes as a reference for the development of a flexible and interoperable information system stood at the centre of the exercise. As part of a knowledge-based and participatory process, Scenarium engaged with stakeholders in Bangladesh and conducted several workshops. The resulting report depicts the work processes in flow diagrams and outlines the following core business processes for both schemes:

  • Enrolment
  • Eligibility enquiry
  • Empanelment/re-empanelment
  • Premium management
  • Claims processing and provider payment
  • Grievance
  • Accounting

The report also discusses the value of future insurance information systems in the light of evidence generation for health policy and planning.
